The author of this website is working as temporary agent since May 2001 for EAR, managing the Public Building Programmes under the Good Governance and Institutional Building Sector as Project Manager.

The International Management Group (IMG)
From 1996 to 2000

The International Management Group (IMG) was created by donor countries and agencies involved in providing emergency aid to Bosnia and Herzegovina (BiH) during the Yugoslav conflict of 1992. The main aim of this governmental organisation was to assist the international community, especially UNHCR and EU, to make damage assessments and provide emergency infrastructure assistance and coordinate and manage main donor assistance programmes in BiH through their six Field Offices funded by ECHO. After the emergency environment evolved into a development environment, IMG was involved with Capacity Building programmes and successfully phased out in 2000, handing over its assets and resources to the local counterpart institutions. Today IMG still works in the Republic of Serbia, the former Yugoslav Republic of Macedonia, involved in reconstruction and development programmes. IMG is also working in Israel. Otto-Roman Barnert worked for IMG between 1996 to 2000, working initially as housing reconstruction expert, and later became Head of the Field Office in Zenica.

3D design-development-display (3D)
from 1991 to 1996

Otto-Roman Barnert registered a technical consultancy company together with Norbert Bauer known as 3D-design- development-display Barnert, Bauer OEG in Austria in 1991, in order to jointly work on projects in Eastern Africa, hence known as 3D East Africa Branch. Otto-Roman Barnert is working since 1996 as independent consultant in the Balkan region providing services to Agencies of the EU, whereas Norbert Bauer has continued services under the company name in Austria. The partnership is currently a sleeping partnership as no financial gains of any of the partners is shared in any form and all company responsibilities are with Norbert Bauer.
